The Complaints Commission was established under section 105 of the Montserrat-Constitution-Order-2010-SI-2010-No-2474.  This Commission comprises three members and has a primary responsibility to encourage the resolution of human rights and maladministration complaints by providing an independent, fair and accessible process for resolving such complaints.  The Commission also has responsibility for the promotion of the understanding and observance of human rights in Montserrat.   Reverend Florence Daley chairs the Complaints Commission.

The composition, functions, operations and procedures of the Complaints Commission are prescribed under the Complaints-Commission Act 2011.  Complaints made to the Commission should be lodged through the submission of a completed Complaints Form.
